The most important thing to do before hiring a web developer is to have a clear idea of what you want and need from your website. Take a good look at your organization, its mission and activities, and start conceptualizing how to translate them for the World Wide Web. Develop a list of goals for the website, and have a good idea of who your target users are. Look at other websites to get ideas for site features. Don't concentrate on technology when you conceptualize your dream website -- leave that to the developers. It's more important that you know what you want. It's their job to make it happen.
